In a tight opening phase, Norway held a narrow one-goal lead early on, with Henny Reistad scoring three times, supported by Nora Mørk, who did not miss any of her first three penalties.
The Netherlands had no solutions for Norway's defence, and the European champions' managed to stretch their lead to four (12-8) with 20 minutes gone on the clock as Henny Reistad was still the focal point of the attack.
Norway enjoying a wealth of experience in their squad went into the break with an 18-14 lead, while the Dutch attempted mostly to break through via the back court, using little of their wings and line players.
Eight minutes after the interval, Ingvild Bakkerud scored to open up the first eight-goal lead (23-15), as Norway looked to put the game beyond reach early on.
The home side managed to cut the lead to six goals, but 45-year-old keeper Katrine Lunde started making saves at the right moment, while the Dutch attack seemed to have less and less energy with eight minutes left on the clock.
There was nothing the co-hosts could do in the closing moments to endanger Norway's win, and Ole Erevik's side secured their 10th Women's World Championship final appearance and their 14th medal overall - only it remains to be decided whether it will be gold or silver as they will face Germany on Sunday.
